Though China is the largest cotton producer in the world, its huge local textile industry means it is the largest consumer and importer of the product as well. To help encourage domestic production, the country plans to buy extra cotton to make a reserve starting this September through March 2012. The China Cotton Association says that total acreage devoted to growing cotton will rise by about 5 percent in 2011 to 540 million acres.
