The European Commission has stopped negotiations with the European Parliament on new guidelines for the imposition of anti-dumping duties, having failed to reach an agreement on them. One of the issues under consideration is a proposal to start considering China as a market economy. The deadlock may affect the planned renewal of the 48.5 percent anti-dumping duty charged by the European Union on bicycles originating in China, which technically expires on June 6, 2018. The Commission has invited the European Bicycle Manufacturers Federation (EBMA) to formally request a new anti-dumping review, which would take nine months, leading to the maintenance of the duty through March 2019.
